Governor Pritzker is continuing a very troubling pattern of behavior which has existed almost throughout his entire administration where he is eliminating checks and balances within our government and usurping power to himself. ABC 7 News reported on October 11th (https://abc7.ws/3lJPfDe), “In the battle over COVID vaccine mandates, Governor JB Pritzker is quietly working behind the scenes to revise a law some groups are invoking to try and avoid the requirement.”

The law referred to in the report is the IL Health Care Right of Conscience Act (745 ILCS 70: https://bit.ly/3aBOu8X) which was initially filed in 1977 and passed by the Illinois Senate 53 to 1 and at that time was called The Right of Conscience Act (House Bill 905). There will be some that say that this bill only pertains to health care workers, but the plain language of the statute as passed reads “any person” and there are provisions of the current law that apply directly to the rights of people/patients in Illinois. Further, during the Senate floor debate in 1977, the question was asked whether in “…the reverse situation where there is a Christian Science participant or…who believes that…can they have a right to refuse treatment or is the hospital in any way involved in this because of the right of conscience of a…if a patient or the parent of the patient does not want any services?” The response from the Senate Sponsor was “No, they have that right currently and this Act does not change that.” Clearly, the right to refuse medical/health care services that are in violation of one’s conscience or religious beliefs is a long-standing, well-recognized, and widely acknowledged right that Illinoisans have. The General Assembly that passed this bill and the three others that amended it did not narrow the scope of the law to apply only to health care workers and very clearly affirmed the rights of the people. Governor Pritzker cannot amend those rights or manipulate the legislature to do so.
